The U.S. Embassy in Belgrade (U.S. Department of State) is offering a competitive, small-grants funding opportunity called the Democracy Commission Small Grants Program (FY2024). The program is focused on Serbia and is designed to support practical, time-bound projects that strengthen democracy, protect human rights, and help local organizations drive reforms and positive change across the country. A major emphasis is reaching underserved communities and participants from underserved backgrounds, with proposals expected to explain how that focus (including attention to equity) will improve outcomes and strengthen the overall democratic impact of the project.

Funded activities can take many forms as long as they clearly advance the democracy and human-rights mission. Examples listed include trainings, workshops, conferences, courses, academic competitions, summer camps (including themes like language learning or sports), cross-border exchanges, curriculum development, exhibits, hackathons, app development, online initiatives, mock trials or moot court competitions, civic simulations and role-playing programs such as Model United Nations or Model Congress, and similar engagement activities (even including film or theater festivals and performances, when they support the program themes). The primary target audiences are typically youth, students, teachers and school administrators, and young professionals, though proposals may also name secondary beneficiaries such as media, civil society organizations, or other professional groups. Participants should be citizens or legal residents of Serbia; projects involving other nationalities may be restricted and applicants are expected to check the full notice for those rules.

In terms of funding and timing, the Embassy anticipates making about 10 awards, depending on the amounts requested and the funding available. Individual awards are expected to range from USD 10,000 to USD 50,000, with total funding of about USD 265,000 coming from FY23/24 Economic Support Funds under the Foreign Assistance Act. Projects can run for any length up to 18 months total, and that maximum includes a 3-month evaluation period. Projects should begin no earlier than July 1, 2024, and no later than September 30, 2025. Cost sharing is allowed but not required, and it does not affect selection; however, applicants must be able to complete the proposed work with the Embassy grant alone even if other expected donor support does not come through. The Public Diplomacy Section also notes that first-time applicants are strongly encouraged to keep budgets under USD 25,000.

Eligibility is limited to local, non-profit civil society organizations or NGOs and independent media outlets that are legally registered in Serbia. Serbia-based organizations must be registered with the Serbian Business Registers Agency (APR) or the relevant court. In addition, all organizations (whether U.S.-based or not) must have a Unique Entity Identifier (UEI) and an active SAM.gov registration to receive a federal award, consistent with FFATA requirements; if SAM registration is not complete at the time of application, applicants are asked to include a screenshot showing that the process has started.

Applications must be prepared carefully because formatting and completeness are treated as eligibility issues. All materials must be submitted in English, budgets must be in U.S. dollars, pages must be numbered, and documents must be formatted for 8.5 x 11 paper. Microsoft Word documents are required to be single-spaced, 12-point Calibri, with at least 1-inch margins. The core package includes standard federal forms (SF-424 and SF-424A, plus SF-424B for individuals and for organizations not registered in SAM.gov), the program’s FY2024 Grant Application Form, and a detailed budget justification using the provided Excel template. Required attachments include one-page CVs or resumes for key personnel, letters of support from any partners (spelling out roles and responsibilities), a NICRA document if indirect costs are charged under a negotiated rate, any official permission letters needed to carry out activities, proof of nonprofit status via an APR document, and (if applicable) the SAM.gov “registration started” screenshot.

The deadline is May 10, 2024 at 1500h, and submissions must be emailed to DemComSerbia@state.gov. The program sets a strict maximum narrative length of 10 pages, not counting attachments. As a backup, applicants are encouraged to mail a paper copy postmarked by the deadline to the Democracy Commission, Public Diplomacy Section, U.S. Embassy Belgrade (Bulevar Kneza Aleksandra Karadjordjevica 92, 11040 Belgrade). A review committee will assess eligible applications, and applicants may be asked for clarifications or a revised budget. The Embassy also notes it may fund only part of a proposed budget depending on available funds. Final funding decisions are anticipated by July 1, 2024, though the notice is explicitly subject to the availability of funding.

The opportunity also includes clear prohibitions and boundaries on what will not be funded. Ineligible projects include those involving partisan political activity; travel to overseas conferences or trips abroad; international travel to or from the United States or to countries outside the Balkan region; charitable or humanitarian aid; fundraising; commercial or profit-making activity; academic or scientific research as a main purpose; projects centered on arts and culture outside the listed democracy and rights themes; general skills-training programs unless they are specifically aimed at integrating disadvantaged groups; duplicate projects that already exist; and direct social service delivery such as health care, childcare, food subsidies, or similar assistance. The Embassy is looking for defined projects with achievable objectives within a set timeframe, not general operating support for an organization’s routine activities.
